Site that we are discussing about is very charm full and recognized as cultural property and control of ownership taken by Archaeological Department of Sind. Nevertheless, with the passage of centuries passing waves of humanity had touched the structures, passing generations had not kept it for safeguard of the structure as cultural heritages property in usual manners. The plot at which the immoveable property bearing its value is measuring 34.12 acres approximately, lying without proper demarcation seems to inviting the hindrances to touch it. Different styles of 115 stone graves with its overall uniqueness seeking help from authorities, environmental degradation and careless attitude of its keepers is a negative course for its safeness. Actual data of origins not available in written form, only extent to the activities of agrarian speculated to attach with different tribes.

Mostly the stones deliberately speeded away from the site, some of the most value able stones scrounged by unknowns. Remaining spreading stones disturbed from harmonic fixing, which fixed without any binding material, forcibly drowned nothing matter. Mostly the population seems to be unaware from the concept of cultural heritage; heritage belongs to a legend concerned to it. Such as flower attached with bud looks beautiful, when it separated became devalue. Its value not in its art and beautiful design but a legend behind it, such as the agriculture is an art transmitted to generation, the art evolved by patrons still practiced and utilized in wearing.

Site bears its legislative rights to interfere in its preservation, when enquired from authorities for not maintaining its keeping, reply made for poor financial aids for conservation. Financial constraints did not meet the ignorance problem, and seems that authorities had lost its control for safe guard of property. The state devolved in decentralized administrative control, all the service delivery system controlled and managed at lower level. All departments empowered from grass roots to highest, in the circumstances of devolution said centrally controlled archaeology department excluded from efficient means of management. To comfort the issue, measures for safe guard of cultural heritage bearing soft and pleasure is a priority basis consideration.

If the control and management of cultural heritage, consist of administrative power concluded for lower level of administration like other departments. Then optimistic approaches for its conservation expected enormously. Karachi in accordance with its history had the wealth of more than 600 Six Hundred Monuments and Sites in its core and periphery. City District Government of Karachi management working sufficiently, for provision of services to entire levels of society, including graveyard facility for burials managed and operated by CDGK it self. In the light of constraints faced to cultural heritage, which being deprived in ignorance of authorities, must included for devolution on Town Municipal Administration level. As such all communities belonging to historical structures and sites still live in surrounding, then formation of committees on councilor and Punchayat level for planning proposals shall enhance reuniting the management.

The site Baloch Tombs of 13th century and Chowkundi of 16th century Stone Grave yard, with its unique styles, art and architecture lying in jurisdiction of CDGK. Images reflected over stones by artesian of then communities, to communicate the message of love and prosperity for coming generation, may considered for adoption of soft images of then agrarian communities. The sites deteriorating day by day in gradual environmental hindrances, encroachments, illegal activities, scrounge activities, and lack of facilities for visitors. Then it proposed the control of these valuable archaeological sites may handed over to local TMA’s for further planning of “Archaeological Parks” to provide charm for visitors, which shall be foremost vehicle for cultural exchange of industrial and agrarian communities and it shall be an opportunity for visitors on national and international based tourism industry.

Newly formed system of controlling authorities from central to decentralize administration, the most important features did not included in devolution plan. Which planners had customized for closer justice to the population, according to the plan every planning based on public benefit shall proposed and executed through public interest. Wither public interest in maintaining their cultural and traditional values ignored in devolution plan, plan did not meet to safe and maintain their traditional and cultural properties for their closer proposals. The Archaeological department of Sindh must devolve within administrative powers of the concerned area Town Municipal Administration. The empowered decentralized system shall create its development proposal and shall be durable as such conservation and preservation of moveable and immoveable cultural properties.
